Wanted to control the demand for coconuts and trinkets, the CDU begins its total coverage of the Caribbean. They will attack ships of enemy origin, or neutral ships who will not make radio contact. Friendly ships may pass without nuisance.
The forces currently patrolling the Caribbean:

25 Pattons
The Sovetskiy Soyuz "CSS Cornelius" Battleship
Also, Skitter attack planes and Newcastle bombers may be launched from nearby islands if needed.
