The Britannian Royal Navy has begun to indiscriminately target merchant ships in the Mediterranean Sea, wounding ships and demanding ransom or destruction. Generally the ransom is in the form of cargo, but those able can have cash wired to the Empire.
Units: 10 Cruisers 20 Destroyers
They travel in 3 ship packs, 1 Cruiser and 2 Destroyers each.

Ah yes... that cease fire thing... well I suppose I could discriminate and not fire upon Austrian merchants... as long as they are actively flying your flag. Any merchant forgetting to do so however is free game.
Britannia still lays claim to the Mediterranean however, only those she chooses to allow to sail these waters may do so unhindered.
((I still have to figure out how raiding will effect the game. I figure it gives navies something to do, and on land it's something other than a conquest for armies to do. I suppose PvE raiding doesn't really do much, maybe a small income? But PvP raiding could be a more substantial income, while the target loses that much income? At the moment I just wanted to do something with my fleet))

There should be water control benefits. Zone out the waters. If you control a stretch of water you get income (and the right to blow up whatever ships you want that pass through- in a battle of course) Possibly cause a blockade that effects the wages of nations dependent on their shore in that zone? Since in several of the world wars sea control was a key part. Also, later would come air control

Well Britannia isn't going to fire on its own merchants, of course the UDKA may pass.
And I like this idea Arch. So, income of 5k per zone. I think Seas can be their own zones, and I'll just split oceans by the map grid.
Airspace control is gonna be difficult to map...

I think player-controlled nations should by default own the water zone touching their owned countries (and shared zones will be that, mutually shared until one nation wrests it from the other) Of course, not having ships in a zone means it can be easily taken away. hmm... on one hand... 5k is a lot, makes it seem like not seaborne nations miss out. And yet, defending and attacking can be costly, since ships are cheap. I'd say they should be worth the cost of two of the largest ship combined.

(If you ask how, merchants coming from Ukraine, through the strait between Black Sea and the Mediterranean, they enter it. And there are hostile ships {yours} waiting.)

Depends... how much do you know about how sea battles are fought irl? Because if people have a general idea then we can actually text it out, what ships are targetted by what, positioning, stuff like that. But if I'm the only one then it wouldn't really be fair. (I've played a lot of naval battles in Total War, plus Eve Online, Star Trek Online, X2 and X3, Star Trek Armada 1 and 2, I've done a lot that involves naval warfare.)
If people are fairly clueless then... We'll use very basic strategies, like opening the fight with a torpedo boat run, and the defender would use a "wall" of destroyers to minimize the amount of TBs that can get off successful attacks.

8x UDKA Adelaide class submersibles enter the Mediterranean waters making sure to fly their flag as they join the NBE Fleets awaiting the soon to come arrival of the main fleet.
