The remnants of the NAFL have proven incapable of ruling fairly and effectively, so the Palkien Republic is funding a revolution in Cuba. 250 Wraiths wielding SBP500s and 50 Ghosts wielding SPR88 AMP rifles will stealthily enter the capital city, Havana, and blend in with the civilian population.

I got this. Cuban army is known to be rather disorganized, but they are by no means going to let you win without a fight. Their forces are comprised of 200 ARs, 20 CQBs, 20 DMRs, 20 mortars, 20 HMGs, 20 grenadiers.

The initial plan of action will be to observe, taking in information about the enemy troops. They will search for points of importance; specifically, who is in charge of the Cuban military and where he or she may be located.

As said before the enemy is rather disorganized and is spread. Whilst some areas have a higher-than-usual enemy presence (and/or are more prioritized), whilst some strangely have lower-than-usual or little-to-no enemy presence. This does leave some blind points. Homever, all places are constantly patrolled and the ''randomness'' of the enemy's positioning may doom your progress. It is highly advised that you be careful at what you do.
The president Alberto Castro is strangely nowhere to be seen. According to the soldiers' speech he may be at an underground base hidden deep beneath the city, but this may be a trap as well.

The Wraiths will set up several "safe houses" in the aforementioned blind spots, and will also begin to spread rumours among the people - things that would turn the people against the Cuban government. The Ghosts are tasked with getting a little closer to the more prioritized locations to possibly learn a little more information.

Whilst the Cuban people now believe that the government isn't quite doing the right thing, they seemingly are unable to do much about it, as they are all unarmed. Whilst they do try to riot the soldiers easily gun down the rioters, and as such they aren't of great success. After the very, very short riot no soldiers were killed. If you wish the riot to be succesful you must at least arm them somehow. You may either raid bases who possess a high amount of guns or you may raid gun shops.
Whilst your Ghosts are partially succesful with their quest, they can't get to the ''prioritized'' areas, as they feature an immense amount of soldiers. Nobody can get close to them. One of your Ghosts were downed while trying.

Hmmmm...
A group of 10 Ghosts and 50 Wraiths will start recruiting the people into the underground rebellion. No combat will take place with them yet, but it is still important that the Palkien sympathizers are gathered and organized. They will remain as discreet as possible so as to avoid detection.
The rest of the Palkien forces will plan a raid on one of the high priority areas. They will get as close as possible without raising suspicion, then rapidly attack using the element of surprise. They will then quickly investigate the area for anything of use (such as explosives, weapons, food supplies, backpacks, radio kits, medical kits, etc), police dropped weapons, and then quickly scatter to avoid incoming enemies.

Your Ghosts and Wraiths succesfully manage to rally mass amounts of people. They agree with your cause, but they need guns. With this, the second stage is complete.
Your raid on the base is quite succesful as all 40 ARs, 10 CQBs, 6 HMGs, 4 DMRs, 1 mortar are killed. You lose only 2 Ghosts and 20 Wraiths in this progress. You homever manage to seize some old stockpiles of arms - You manage to seize 110 AK-47s, 30 Mosin Nagant PU sniper rifles, 25 RPD LMGs, 15 AK-74s with underbarrel GP-30 grenade launchers. All are worn up homever, and are Tier -2.

The attack party will head to the safe zones. They will take indirect routes to shake any who may be following. There, they will arm the civilian militia.
Once this is done, the Palkien forces will begin surveillance again, waiting for enemy activity to die down a little and observing regular patrols.

Your attack party returns home, but sacrifices one riflemen for that cause. The people are armed, and the third -and final- stage for the armed riot is complete. The people's riflemen are waiting for your call.
As the time passes the enemy slowly calms down and everything is seemingly back to normal. Homever, they are by no means distracted, and are well aware of your presence, even if unsure about precise locations.

The revolution begins.
The pro-Palkien liberation movement will incite riots among the as-of-yet unaffiliated civilians. Enemy soldiers are to be gunned down on sight or attacked in some other way, whether it be with molotovs, civilian-owned weapons, makeshift weapons, etc. Those without weapons will police dropped ones and distribute them among the sympathizers in the populace. Enemy flags and propaganda will be burned, torn down, or otherwise defaced.
The Ghosts will remain in stealth, however, and they will search for the whereabouts of Alberto Castro.

The revolution hits the enemy forces like a thunderbolt, and 30 ARs, 2 HMGs, 5 CQBs, 3 grenadiers and a sniper. Homever, some sacrifices had to be given, and 10 AK-47s, 3 PU snipers, 2 LMGs and a grenadier was downed during the firefight. Whilst you manage to acquire 8 more ARs and 2 CQBs from the downed soldiers, this is it - That is because the people are generally lacking manpower. For now, this is all you have got.
The location of the Alberto Castro is spotted. It is on the highest building in the Havana - The La Torre. His exact location is not spotted yet. Homever, you should not expect an easy assassination, as not only that the place will be heavily guarded, the Alberto Castro will probably be at a location where sniper rifles cannot hit him.
