Personally I'm partial to PMG only, it forces members to become better at PMG. But I also understand I'm a good PMGer and I don't remember what it's like to not be.
Oh hey, the question is too long to display...
PMG Only = Build quality effects the battle somewhat. Not PMG only = purely based on math and strategy.

Could the use of Heromachine 3 be included for soldier design? I really like the interface, and it's easy to make differentiations so that all the characters don't blend together.

Yea it could. I don't think soldier design would play into the battles, but if you'd like to show the difference between your standard soldier and a paratrooper or something that's fine.

I voted for PMG only, but only on one condition: that a decent looking practical design will be as good, as some fancy thing people like Arch and Malachi could do. This would level the playing field a bit, but still make weapon design important.

I think it should be PMG only for anything that actually matters. For side stuff, like illustrative purposes or just beefin' up the cultural background, I say use whatever. Me, I'll just be using PMG. I like the challenge.

I personally said not PMG only, because there are somethings that could be cool to do out of PMG, e.g someone who is OCD about looks (Me sometimes) may be good at 3D and want to use that for e.g. their vehicles, and PMG for weapons and HM3 for soldiers.. Ect. Ect.
