The Hawaiian forces are very ragtag, lead by a man named Kaina 'Alihi Kaua. He's a notorious criminal, leading by force and not by popularity. He is attending a festival at a hotel on the main island, heavily guarded from enemy attack.
The Hawaiian forces are not true military, and as such, cannot properly equip their soldiers. Most wear only a vest and a helmet, little else besides civilian clothes. Their weapons and vehicles also suffer quality issues.
The following units are deployed to the main island to cover the festival:
60 Riflemen with G3 Style rifles 20 men with cheap Tec-9 style rifles 10 Pump-action hunting shotguns 10 Bolt Action Hunting rifles with scopes 2 men with High-tech Fennec rifles, stolen from a cargo ship bound for Canada. These 2 are 'Alihi Kaua's personal bodyguards, and are extremely loyal to him.
25 Civilian cars with 5.56 TATO Machineguns hastily mounted to the roof 10 armoured transport trucks with gun slots and an anti-tank rifle mounted out the rear door 4 Old Soviet style light tanks
3 Civilian helicopters with .50 door mounted guns 1 Light Little Bird style gunship
5 Speedboats with .50s mounted on front
There are 3 main areas on the main island.
A: Hotel - Kaina 'Alihi Kaua will be staying on the executive floor, at the very top. Getting to him will be difficult, 2 metal detectors, and a large concentration of forces patrolling the area. Taking him out will break the thugs payroll and likely cause disruption among them.
B: The Geothermal Plant - Most power for the area is provided by a Geothermal plant, which is lightly guarded. Taking it out will cause disarray, as well as allow stealth tactics to be more effective.
C: Private Airport - Taking this will allow greater control over the aerial influence in the area, and ruin any chance of 'Alihi Kaua escaping by air.

The invasion will begin with a strike on the Geothermal plant. The Apparition Stealth Fighter, loaded up with an MPFAEB30 Unguided Thermobaric Bomb, will torch the power plant. Following this, it will bug out and withdraw from the airspace. 10 Infantry and a Jaguar will be dispatched to mop up the survivors and disable any backup power units the site has.
The Hotel situation will be dealt with by the TIGER Squads, who will rapidly push through and clear the hotel with brutal efficiency. Their main objective is to get to the High Value Target. In the hallways, the cat will remain in cover while the operators lay down fire. Room clearances will follow the "Open-Flash-Cat-Clear" pattern, with stun grenades followed by the assault cat.
The Airfield will be taken by the COUGAR teams and two Jaguars. The Jaguars will draw fire and take out enemy armour and air units, and the COUGARs will infiltrate the terminal and eliminate enemy forces from inside. They will push through carefully and quietly, using nonlethal stun grenades to buffet the enemy before laying down automatic fire to force them out of the fight. In close quarters engagements, the cat will strike from the shadows, using surprise and fear to keep the upper hand. They will disable private aircraft in case the High Value Target evades the TIGERs and makes it to the airfield. Should this happen, the HVT will find a nice fuzzy surprise inside the aircraft.
In the water, the Torrent Microdestroyers will combine fire on individual speedboats to whittle away at the amount of incoming fire. Once the enemy speedboats are dealt with, they will load up with Punt shells and assist the city takeover operation by acting as anti-aircraft units.
The city fight will be more hectic, with the rest of the Palkien ground forces deployed to keep the streets busy. Sharpshooters will set up in buildings at the ends of streets, and will rain fire on any enemy infantry unlucky enough to get caught in their sights. CQ Specialists will push through the alleyways to flush out enemy soldiers, and will use nonlethal grenades followed by rapid bursts of automatic fire to eliminate them. Infantry forces will cover the rest of the city, and will work in a crisscross pattern. They will set up explosives in major intersections to ambush enemy armour. The Jaguars will set up a triangular perimeter around the battle zone and will turn their rotary guns to the sky. They will focus on enemy helicopters. The Sidewinders will set up on both sides of the battle zone, and will push towards each other to flush out enemy armour and force them into boobytrapped areas; all the while avoiding the "hot" intersections.
