Hm... This will be difficult. Very difficult.
Two teams of 10 Guerillas will infiltrate; their target is to hijack the mobile SAM systems to bring down the enemy interceptors. They will eliminate the operators from a distance, then close in and operate the weapons. Once the enemy aircraft have been downed, the vehicles will be destroyed and the Guerillas will rejoin the battle. The Sand Leopards move in fast and disable the SPAAG.
Once Air Superiority has been obtained, the Desert Dragons and the Vulture can move in.
The Vulture will scout out the area for enemy artillery, armour, and keep tabs on enemy troop movements.
The Desert Dragons are tasked with eliminating the enemy MBTs, then methodically destroying the enemy artillery.
The Sand Leopards will work to eliminate the enemy IFVs. They will move in teams of 2 to combine fire on individual IFVs.
The Guerillas will target enemy RPG troops and enemy marksmen, picking off the biggest threats to the IFF forces before they can cause too much trouble.
The Revolutionaries will storm the city, blitzkrieg-ing their way to the capital building. For every ten firing upon establishment forces, three will hand out rifles to civilians (RP value) and two will provide loudspeaker moral support. The Revolutionaries on combat duty will fire three heavy 7.62x54R shots at each enemy, two at the chest and one at the head.

Your hijacking attempt succeeds, but at some losses. 12 of the Guerillas are killed in a fierce gunfight against the Iraqi forces. The approaching Sand Leopards help prevent a total defeat as the Iraqi Armored Corps move in to nip the breach of their defenses in the bud. 18 Iraqi riflemen, 8 marksmen, and 2 anti-tank rocketeers are killed in the skirmish, along with an MBT and 2 IFVs. Both SAMs and the SPAAG are incapacited, with the Guerillas taking command of the SAMs and quickly eliminate the enemy air units allowing the IFF Air Force to move in.
The Desert Dragons swarm across the Iraqi units and destroy the remaining MBT and 3 more IFVs, while the Sand Leopard assault eliminates the remaining IFV. 1 Sand Leopard is lost.
The Vulture assists as your troops push further into the city. Larger skirmishes break out between the Iraqi and Israeli forces, with losses on both sides. The crippled Iraqi Armored Corps eventually gives the Israelis the upper hand. 27 Revolutionaries, 8 Guerillas, and 1 more Sand Leopard are lost, but the entirety of the remaining Iraqi force is eliminated. Congrats, $7500/day.
