Just so you guys know, I've changed VTOL pricing to add $2.5k to the plane, instead of being a set $15k

ICBM's and SLBM's
As of now ICBM's and SLBM's must be purchased in order to be used in combat. You can purchase and stockpile WMD's but they cannot be used unless the criteria is fufilled.
Light ICBM: $25,000 (<5 warheads)
Medium ICBM: $50,000 (<10 Warheads)
Heavy ICBM: $75,000 (<25 Warheads)
Super ICBM: $100,000 (>25 Warheads)
Light SLBM: $20,000
Medium SLBM: $40,000
Heavy SLBM: $60,000
Warhead/Payload - Price added onto standard price
Nuclear Warheads (WMD): +$10,000
Chemical Warheads (Light agents) +$2000
Chemical Warheads (WMD): +$3000
Biological Warheads (WMD): +$5000
Radiological Warheads (WMD): +$8000
Kinetic Bombardments ("Rods from god") = $75,000

Just to make it clear if you want to make units cheaper, it is a 10% (TEN PERCENT) price reduction per tier totaling a 50% reduction over all. Not 20% like with the efficency upgrade.
No arguments. If you doubt me, please feel free to confirm with Mal. I could be wrong, but this method mentioned is correct maths compared to the old method in the OP.

Upgrade to water territories rules:
Patrol boats/Corvettes can be used to take SEA territories. E.g. the North Sea (Already mine, don't think about it.) But to take full ocean squares you require at least one Frigate OR LARGER.
