The way I'm thinking is that we could have set NPC empires. The way it would work is very similar to neutral countries, except the difficulty in facing these empires would be much higher than say, a standard country. For example, the Palkien Republic. Each of its previously owned countries, once it falls apart (when I get some things finished, it's still together right now), will be counted as unowned. However, if someone were to invade one of its previously owned territories, they would be fighting the units that the Palkien Republic had access to, and the battle would be a very difficult one.
Just an idea.
